Because if something is so difficult and so big that it needs a group to handle it, you will inadvertently find that you can break it down into smaller projects that can be handled by an individual.

Clearly the people that came up with the nonsensical concept of problem-based learning and project work, despite having degrees and doctorates in psychology and infantile education, did not understand such a simple concept.
